School Continuous Improvement Plan

Title I is a program from the U.S. Department of Education that provides extra help for students to learn at their grade level. The school reviews student data to make a plan for the extra help needed each year. In Saint Paul Public Schools, this plan is called the School Comprehensive Improvement Plan, or SCIP.

  • Teacher leaders work with administrators  to plan PLC cycles and PBIS/SEL work.

PBIS Team

  • Administer Fall School Climate Survey.
  • 100% teachers utilize schoolwide Discipline (SWD) Plan, including classroom interventions.

Leadership team

  • Give feedback on the Culturally Relevant school-wide strategies via walkthroughs, product feedback, teacher self assessments.
  • Analyze building and grade level FAST and math wall data.
  • Give professional development input and help deliver sessions.

Parent Involvement

  • Cultural celebrations.

PBIS

Action Steps

Goal: 100% of students in grades 3-5 will take the Fall Student Climate Survey and in Spring  will show an increase of 10% of student satisfaction.




 

Monthly PBIS and SEL focuses that are school wide to support classroom culture. Data analysis of teams and SWIS data to inform PD and instruction and determine tier 2 and 3 reports. Provide supporting materials to teachers to implement PBIS and Zones.

100% of educators will fully implement all components of the SPPS PBIS Foundational Infrastructure and Tier I action plan

as measured by:

fall, spring SPPS PBIS Foundational Infrastructure Rubric and fall, spring Tiered Fidelity Inventory by June 2026.

 

Culturally Relevant Instruction/ Math & Reading

Action Steps

Goals:  

The percentage of all students scoring proficient or higher in math will increase from 11.6% to 22% as measured by the MCA III Math Assessment administered in April 2025.

The percentage of students scoring proficient or higher in reading will increase from 12.8% to 22.8% as measured by the MCA III Reading Assessment administered in April 2025.

100% educators implementing K-2 Phonics with emphasis on

Fall/winter cycles: K-2 Phonics (Core components; prepare/plan, Teach, Apply, Share, Assess, Extend/Connect)

Spring:  K-2 Phonics (Core components: Prepare/Plan, Teach, Apply, Share, Assess, Extend/Connect) reaching full implementation by EOY

FAST and Quarterly Assessment Data digs

 

100% of educators in K-5 will fully implement Explicit, Systematic, Sequential Foundational Reading Skills Instruction as measured by: fall, winter, spring Learning Visits/Walkthroughs by June 2026.
